PROBLEM TO BE SOLVED: To provide a request control device, method, and program capable of suppressing disadvantages that are experienced by a power receiving side due to control of power consumption.SOLUTION: A request control device of an embodiment includes a reception unit, a generation unit and a transmission unit. The reception unit receives a first power control request for controlling the power consumption. The generation unit generates a second power control request different from the first power control request, by using at least the first power control request. The transmission unit transmits the second power control request. |
