PROBLEM TO BE SOLVED: To provide a technique effective for reducing poor component mounting.SOLUTION: In a mounting controller, a component mounting device for mounting a component housed in a carrier tape on other component comprises: a control parameter setting section for setting control parameters, i.e., parameters for mounting a component; and a control parameter acquiring section for calculating an evaluation value from a leading indicator evaluation function dependent on the component and a carrier tape housing the component, and acquiring the control parameters based on the evaluation value.
