PROBLEM TO BE SOLVED: To provide a hydrogen generator capable of inhibiting the deposition of carbon from a raw ingredient in the presence of reforming catalyst in a case where the reforming catalyst has a temperature gradient.SOLUTION: A hydrogen generator 100 includes: a first reforming catalyst 1 for generating a hydrogen-containing gas by using a raw ingredient; and a second reforming catalyst 2 that is positioned on the downstream side of the first reforming catalyst 1 with respect to the flow of the raw ingredient and generates a hydrogen-containing gas by using the raw ingredient. The second reforming catalyst 2 is at a temperature higher than that of the first reforming catalyst 1 and has a carbon deposition proclivity lower than that of the first reforming catalyst 1.
