<p>PROBLEM TO BE SOLVED: To prevent degradation in optical characteristics or breakage of a substrate due to heat generation in a terminal circuit, to prevent mechanical interference between a terminal substrate and an optical element substrate, and to effectively suppress a temperature drift phenomenon.SOLUTION: An optical device is provided, which includes: an optical modulation element 4 which has a substrate 41 having an electro-optic effect, a plurality of optical waveguides 42 provided in the substrate 41, to which light waves are supplied, and a plurality of signal electrodes 43 to which a modulation signal for modulating the light waves passing in the optical waveguide 42 is supplied; a terminal resistance 53 which is electrically connected to the plurality of signal electrodes 43 and terminates the modulation signal; and a terminal substrate 5 which is provided with the terminal resistance 53.
