PROBLEM TO BE SOLVED: To provide a communication service appropriately even at the time of a large-scale disaster.SOLUTION: A management system 10 is included in a mobile communication system 1 that includes one or more physical servers 20 for generating a virtual server 21 that performs communication processing of any of multiple types of communication including voice communication and communication other than voice communication. The management system 10 comprises: a request amount detection unit 11 for detecting the amount of request for communication processing per type of communication in the virtual server 21; a processing rate determination unit 12 for determining whether or not communication processing of a preset processing rate for the detected amount of request is possible regarding communication with a type preset as a priority type among the multiple types; and a virtual server generating unit 13 for generating the virtual server 21 that performs communication processing of the type set as the priority type on the physical servers 20 on the basis of the determination.
