<p>PROBLEM TO BE SOLVED: To improve communication efficiency.SOLUTION: A band controller 2 comprises: a detection unit 2701 for detecting change of a state of a session; an identification unit 2702 for identifying a band variation of the session; a determination unit 2704 for determining that the band variation is to be a first band variation for decreasing a use band of a session group or a second band variation for increasing the use band, on the basis of the state change of the session; an accumulation unit 2705 which accumulates the band variation of the session in an unused band when it is determined that the band variation is to be the first band variation, and accumulates the band variation of the session in a necessary band when it is determined that the band variation is to be the second band variation; a judgment unit 2706 for judging whether or not excess over a threshold has occurred in a band, either the unused band or the necessary band, in which the band variation of the session is accumulated; and allocation unit 2707 for allocating the total sum of band variations accumulated in bands exceeding the threshold according to the band.</p> |
