PROBLEM TO BE SOLVED: To facilitate performance of information acquisition from the net work when the disaster occurs.SOLUTION: A radio communication system 301 comprises: a net work side memory device 151 connected to a management device 101 and storing behavior information with respect to the behavior in the disaster occurrence; one or a plurality of gateway devices 111 connected to the management device 101 via the net work and relaying the communication between one or a plurality of radio terminal devices and the net work; and a local memory device 121 connected to the gateway device 111 and storing behavior information with respect to the behavior in the disaster occurrence. The gateway device 111 receives disaster information indicating the disaster occurrence, acquires the behavior information from the local memory device 121 and informs each of the radio terminal devices of the behavior information. The radio communication system 301 also comprises an update part for synchronizing the behavior information stored in the net work side memory device 151 with the behavior information stored in the local memory device 121.
