PROBLEM TO BE SOLVED: To provide a radio communication method suitable for a radio communication system in which a plurality of small cells are secretly arranged in a macro cell.SOLUTION: A radio communication method of the invention includes the steps of, at a user terminal (UE): measuring radio quality at a plurality of small cells; and transmitting a measurement report including the measurement results if a report condition is met. The report condition is determined on the basis of a result of comparing a ratio based on the measurement values of the radio quality at the plurality of small cells, with a prescribed threshold value.
