PROBLEM TO BE SOLVED: To efficiently and surely and inexpensively confirm the safety of an elderly person or a disaster victim or the like.SOLUTION: A safety confirmation method to be executed by IP communication by using a base station terminal (0001) and user terminals (0002) and a management server (0003) for dealing with information or data related to safety confirmation includes steps of: simultaneously performing unidirectional safety inquiry transmission from the base station terminal (0001) to all user terminals (0002); calling a user with at least a voice by reproducing the safety inquiry received by the user terminal (0002); determining whether the user terminal (0002) is normal or abnormal by voice-recognizing a response situation to the call; transmitting the determination result to the base station terminal (0001); and performing individual bidirectional communication to the user terminal (0002) determined to be abnormal.
