PROBLEM TO BE SOLVED: To provide a writing device, a writing method, and a writing program, which further enhance a grade of leveling in the number of times of writing to a storage zone of flash memory.SOLUTION: A writing device 1, for use in writing information sequentially in continuous storage zones in flash memory 4, includes: a search part 3a that enables the flash memory 4 to be exchangeable for the writing device 1, identifies a storage zone where information has been written last in the flash memory 4 on the basis of storage zone information stored in correlation with a specific number of the flash memory 4, when information is written to the flash memory 4, and searches for a spare space where the information can be continuously written starting from a storage zone next to the identified storage zone; and a writing part 3b that writes the information in a storage zone corresponding to the spare storage zone retrieved by the search part 3a, and stores storage zone information in correlation with the specific number of the flash memory 4, the storage zone information used for identifying a storage zone to which the information has been written last.
