PROBLEM TO BE SOLVED: To discriminate motorcycles and vehicles which are not motorcycles among objects passing along a passage road and count the numbers of them.SOLUTION: A three-dimensional shape memory part 211 stores three-dimensional shapes of multiple objects including motorcycles, vehicles which are not motorcycles and objects which are not vehicles. A vehicle determination part 210 determines whether an object whose three-dimensional shape is measured by a three-dimensional shape measurement device is a motorcycle or a vehicle which is not a motorcycle or an object which is not a vehicle by comparing the three-dimensional shape measured by the three-dimensional shape measurement device with a three-dimensional shape stored by the three-dimensional shape memory part 211. An in-passage object counting part 250 counts the number of motorcycles and the number of vehicles which are not motorcycles.
