The present invention relates to a method for manufacturing a high strength and ultralow carbon steel slab which forms the slab by efficiently removing a pinhole defect generated by phosphorus (P) added molten steel to improve the strength of the molten steel used for manufacturing the high strength and ultralow carbon steel and which comprises: a step of measuring residual concentration of P added to the molten metal to improve the strength of the molten metal used for manufacturing the high strength and ultralow carbon steel; a step of calculating the scarfing depth of the slab according to the measured residual concentration of P; and a step of manufacturing the slab by scarfing the slab at the scarfing depth.
