PROBLEM TO BE SOLVED: To make it possible to dynamically and simply perform association between a physical node and virtual node.SOLUTION: A control device includes: first means for associating a virtual node in a virtual network with a terminal node communicating with the virtual node; second means for associating a physical node transferring communication data with the virtual node corresponding to the terminal node that is a transmission source of the communication data; and third means for instructing the physical node associated with the virtual node to transfer the communication data to the virtual node through the virtual network.
