PROBLEM TO BE SOLVED: To render degradation in picture quality due to a pattern less conspicuous when prediction-encoding, for each color component, an input image composed of color components having the same sample ratio.SOLUTION: An image per color component is stored in a frame memory 103, and encoders 109-111 prediction-encode the image data for each color component. A quantization value acquisition unit 104 acquires a quantization value from each of the encoders 109-111 and supplies the acquired value to a degradation estimation unit 107. A prediction error acquisition unit 105 acquires a prediction error from each of the encoders and supplies the acquired error to the degradation estimation unit 107. The degradation estimation unit 107 estimates the degree of degradation caused by encoding in accordance with an image feature amount, the quantization value, and the prediction error, and notifies a quantization correction unit 108 of a specific color component which was determined that degradation in picture quality is conspicuous. The quantization correction unit 108 corrects the quantization value encoded by the encoders 109-111 with respect to the specific color component notified from the degradation estimation unit 107. |
