<P>PROBLEM TO BE SOLVED: To provide a heat seal packaging device for heat welding by loading an object to be packaged on a base material and covering a film on the object, in which a sealing position can easily be changed according to a size of the base material or a size of the object to be packaged. <P>SOLUTION: In the heat seal packaging device, an object W to be packaged is loaded on the base material and covered with a film, and peripheral edges of the film extending outward from the object W to be packaged is heat welded to the base material by a heater part.
