The present invention relates to an apparatus and a method for providing a mobile terminal based navigation service. The apparatus for providing a mobile terminal based navigation service comprises: a route searching unit which searches for a route between a departure point and a destination based on inputted information on the departure point and the destination; a distance measuring unit which measures a distance from a first position corresponding to the location of a user to a second position corresponding to at least one signal intersection which is included in the searched route; a receiving unit which receives control data on a traffic light positioned at the second position, from a signal management server; a calculating unit which calculates a target driving speed at the first position where the user is located, based on the measured distance and the received control data on the traffic light; and an output unit which displays the calculated target driving speed. The control data on the traffic light corresponds to the remaining green light time of the traffic light. Therefore, the apparatus can allow the user to recognize the time and speed for safely passing the signal intersection.
