PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses, even when a recording material having the large degree of surface roughness is used, the generation of cracks in a toner film at a concave part on the surface, and can form images with high image intensity and high image quality; and toner particles.SOLUTION: A toner image forming unit forms a toner image by using toner particles containing a binder resin and a thermoplastic elastomer having crystallinity, and has a transfer fixing belt 21 carry the toner image. A film forming unit 22 heats the toner image carried on the transfer fixing belt 21 to a temperature equal to or higher than the softening temperature of the toner in a pressurized state to form a toner film. A film transfer unit 23 applies pressure to the toner film formed on the transfer fixing belt 21 by the film forming unit 22 and a recording material as one body to transfer the toner film to the recording material. |
