The present invention relates to an apparatus for encoding an image and an apparatus for decoding an image, and more specifically to an encoding apparatus for efficiently encoding an image and an apparatus for efficiently decoding an encoded image. The present invention provides an image encoding apparatus, which comprises: an input image division unit for dividing an input image into a plurality of image blocks including a first image block and a second image block; a waveform information generation unit for selecting a plurality of pixels from pixels included in the first image block, generating a first waveform information element on the first image block based on differences of the pixel values of the plurality of selected pixels, and generating a second waveform information element on the second image block based on differences of the pixel values of pixels included in the second image blocks; and an encoding unit for encoding an image included in the second image block based on a difference between the first waveform information element and the second waveform information element. According to the present invention, the size of an encoded image can be reduced by efficiently encoding an input image and a screen quality of the encoded image can be improved.
