The present invention relates to a method and an apparatus for controlling mobility for a small cell with a small coverage area in a mobile communications system. The method for controlling mobility of a terminal, according to an embodiment of the present invention, may comprise the following steps: performing, by the terminal, a measurement operation; transmitting a result of the measurement to a base station; determining whether handover to a handover target cell is not allowed; and skipping the handover if the handover to the handover target cell is not allowed. According to an embodiment of the present invention, a handover failure rate in a case when small cells are sparsely or densely arranged within a service area of a macro cell can be reduced, and a terminal can quickly perform a reconnection operation if a radio link failure occurs while the terminal is skipping handover.
