Sanitary pad packaging paper according to the present invention includes paper in which a sanitary pad is formed to be capable of being attached to an inner surface; a resin layer that is coated onto the inner surface of the paper and seals an open end portion on an edge side of the paper through thermal bonding in a state where cut end portions on both sides of the paper are folded in a corresponding direction; and a silicone layer that is coated onto one surface of the resin layer. A packaging method using sanitary pad packaging paper according to the present invention includes a primary coating step in which a resin layer is formed in an inner surface of paper with length; a secondary coating step in which a silicone layer is formed on one surface of the resin layer; a printing step in which a pattern is printed on an outer surface of the paper by using ink; an application step in which an adhesive layer is formed on one surface of the silicone layer; an attachment step in which the sanitary pad is positioned in the inner surface of the paper by attaching an outer surface of the sanitary pad to one surface of the adhesive layer; a folding step in which a longitudinal direction of the paper is cut into multiple stages and then the cut end portions on both sides of the paper and both ends of the sanitary pad are folded in a corresponding direction; a sealing step in which the cut end portions and both vertical-direction ends are sealed and the open end portion on the edge side of the paper is sealed through thermal bonding of the resin layer; and a taping step in which a connection tape is attached to outer surfaces of the cut end portions.
