PROBLEM TO BE SOLVED: To provide a monitor image transmission apparatus, a monitor image transmission system, a monitor image transmission method, and a monitor image transmission program which are capable of preventing stringency of a communication band without losing evidence capability.SOLUTION: The monitor image transmission apparatus comprises: a transmission parameter setting unit 31 which receives a signal representing a suspicion level from a monitor image processing apparatus 11 for detecting one or plural suspicious areas from a captured image of a monitoring area being an area to be monitored and calculating the suspicion level of the detected suspicious areas, and sets the transmission parameter of an image to be transmitted to a radio terminal apparatus 15, on the basis of the suspicion level; and a transmission unit 32 which transmits an image relating to the monitoring area as a monitor image to the radio terminal apparatus 15, on the basis of the transmission parameter set by the transmission parameter setting unit 31.
