<p>PROBLEM TO BE SOLVED: To provide an image decoding device with high encoding efficiency.SOLUTION: A decoding device comprises: a determination unit that determines whether a plurality of candidate blocks having a predetermined positional relationship with a target block are available in an order predetermined corresponding to the positional relationship; a decoding unit that obtains identification information from input encoded data; a selection unit that selects an available selection block in accordance with the identification information; and a prediction unit that generates a prediction image of the target block on the basis of motion information corresponding to the selection block. The plurality of candidate blocks include a plurality of blocks in the same frame as that of the target block including at least an upper-left adjacent block and an upper adjacent block of the target block and a plurality of blocks in a different frame. The determination unit determines the upper-left adjacent block after determination of the upper adjacent block, and when motion information does not match motion information corresponding to a candidate block having already been determined to be available, determines that a candidate block is available.</p> |
