The present invention relates to an oil in water type transparent cosmetic composition and, more specifically, to an oil in water type transparent cosmetic composition which includes nano-moisturizing base dispersed materials including phospholipid, oil, sugar ester surfactant, and water; peg/ppg-17/6 copolymers; and water. The cosmetic composition has transparent appearance if formulated into a mist product, and satisfies consumers by having enhanced spraying property and moisture retention.
