PROBLEM TO BE SOLVED: To provide a propagation characteristic estimation device capable of improving calculation accuracy of a propagation characteristic estimation value in a radio communication system.SOLUTION: A propagation characteristic estimation device for estimating a propagation characteristic in a radio communication system comprises: a topographical database; a building database; a land utilization distribution database; profile creation means for creating a profile which adds height of a building to each position of the building between transmission and reception spots and adds predetermined clutter height to each position other than the position of the building, by referring to topographical data, building data, clutter height data based on land utilization distribution data; diffraction loss calculation means for calculating a diffraction loss by referring to the profile; line-of-sight propagation loss calculation means for calculating a line-of-sight propagation loss; surrounding building additional loss calculation means for calculating an additional loss by surrounding buildings; and propagation characteristic estimation means for calculating an estimation value of the propagation characteristic on the basis of the diffraction loss, line-of-sight propagation loss, and additional loss by surrounding buildings.
