PROBLEM TO BE SOLVED: To perform a start appropriate to an engine temperature.SOLUTION: A main lock mechanism 16 for performing a rotational phase lock at a main lock phase for closing an air intake valve 9 at timing later than the arrival of a piston 8 to a bottom dead center comprises: a main lock member 160 supported to a vane rotor 14; and a movable member 164 supported to a housing rotor 11 and forming a main lock hole 162. A sub-lock mechanism 17 performs the rotation phase lock to a sub-lock phase which is advanced more than the main lock phase. The movable member 164 reciprocates between a lock position for achieving the lock at the main lock phase by the fit-in of the main lock member 160 to the main lock hole 162, and a permitting position for permitting the rotational phase lock at the sub-lock phase while keeping the fit-in. A lock control system 18 for controlling operations of the lock mechanisms 16, 17 holds the movable member 164 at the lock position at a warm start at a temperature not lower than a set temperature of the internal combustion engine, and permits the drive of the movable member 164 to the permitting position at a cold start at a temperature lower than the set temperature of the internal combustion engine. |
