PROBLEM TO BE SOLVED: To reduce a frequency of occurrence of communication disconnection in order to enhance user's convenience and prevent an increase of an amount of signaling.SOLUTION: In a base station 10, a handover control unit 14 controls handover for changing a current cell of a target terminal to another cell on the basis of a disconnection frequent area located by an area location unit 13, the current cell of the target terminal, a position of the target terminal, its movement speed, and its movement direction. Specifically, the handover control unit 14 compulsorily hands over the target terminal when it is determined that the target terminal enters the disconnection frequent area located by the area location unit 13 and also a time necessary for the target terminal to enter the disconnection frequent area is less than a threshold. |
