PROBLEM TO BE SOLVED: To provide a dissolving apparatus for supplying an inorganic compound or the like, which eliminates the need for an electrical circuit, and which is compact and has a low cost of operation, and to provide a water heater including the same. SOLUTION: The dissolving apparatus 16 includes a containing means 12 for containing the inorganic compound 11, which is powdery or granular, or a mixture of both. The apparatus is characterized by forming at least the vicinity of an inflow part of a water flow path, which dissolves the inorganic compound 11 inside the containing means 12, using a slope extending toward a flow direction. The water flow path for dissolving the inorganic compound 11 in the containing means 12 has an area which is reduced more as the water inflow side, so that a dead water region is hardly caused, and thereby an efficient dissolving action becomes possible.
