PROBLEM TO BE SOLVED: To achieve appropriate control of a radio communication system that comprises a base station having restricted control function.SOLUTION: A radio communication system CS comprises: a user device UE; a first base station eNB that can transmit and receive control messages via a control plane path SRB set for the user device UE; a second base station PhNB that does not have a control plane path SRB for the user device UE; an exchange station MME that controls a logical path; and a gateway apparatus GW. A user U-plane path UUP for user signals can be established between the user device UE and the gateway apparatus GW via the second base station PhNB. The first base station eNB can transmit/receive control messages to/from the user device UE by using a control U-plane path CUP for control signals established between the user device UE and the first base station eNB via the second base station PhNB.
