PROBLEM TO BE SOLVED: To provide an end seal which reduces friction between cleaning means and a rotating body without increasing the number of components.SOLUTION: An image forming apparatus includes a first rotating body 41 having a surface to which image-forming powder adheres, a second rotating body having a surface to which the powder on the first rotating body 41 is transferred; and cleaning means in contact with the surface of the second rotating body to clean the surface. An end seal 47 in contact with an axial end surface of the first rotating body 41 of the image forming apparatus is configured so that a portion 47a arranged axially inside the first rotating body 41 has sealability lower than a portion 47b arranged axially outside, while allowing the powder to enter the space between the seal and the first rotating body 41.
