PROBLEM TO BE SOLVED: To provide a method and apparatus for treating a graphene sheet material, which can form the graphene sheet material having a desired number of layers. SOLUTION: The surface of the graphene sheet material 40 is irradiated with an ultraviolet lay 36 under an atmosphere that contains a reactive material 34 acting on the graphene sheet material 40. Thus the electrical properties of the graphene sheet material 40 are changed by removing an uppermost surface layer of the graphene sheet material or by modifying the uppermost surface layer thereof.
