The present invention relates to a system and a method, both for displaying visual information based on a haptic display for a visually impaired person so that learning material including visual data along with texts is converted to tactile information to be provided. Both the system and the method of the present invention comprise the steps of: extracting an image part and a text part from general learning material, wherein the image part and text part for each piece of information mixed in the general learning material are extracted; making image information tactile by degree of complexity, wherein the extracted image part is analyzed so as to separate it into a low complex image and a high complex image to treat each image by degree of complexity, and converts each image into tactile information; and recognizing texts and converting them into Braille, wherein text information in the text part made tactile and text information in the image part made tactile are respectively recognized to be converted into Braille information. Therefore, people who are visually impaired can utilize various types of special learning material, and many resources that are required to make things tactile can be reduced.
