PROBLEM TO BE SOLVED: To support the inspection of a passer-by performed by an inspector.SOLUTION: An inspection time determining unit 44 randomly determines an inspection time of a passer-by on the basis of timing information generated randomly. In a transmission format determining unit 46, a first transmission format determining unit randomly selects the transmission format of a notification signal to give notice of the determined inspection time from a plurality of predetermined transmission formats, and a second transmission format determining unit selects a transmission format of a false signal with contents different from the notification signal, other than the format already selected by the first transmission format determining unit, from the plurality of formats stored in a storage unit. Then, a communication control unit 50 transmits the notification signal to notify an inspector of the inspection time by the transmission format determined by the first transmission format determining unit and transmits the false signal by the transmission format determined by the second transmission format determining unit, and thereby transmits the notification signal and false signal to a communication terminal owned by the inspector. |
