PROBLEM TO BE SOLVED: To provide a Raman scattered light enhancement element that can produce a high light enhancement effect while having a function of sufficiently protecting an enhancement electromagnetic field forming layer with a protective layer, and to provide a method of manufacturing the element.SOLUTION: The Raman scattered light enhancement element includes a substrate, and an enhancement electromagnetic field forming layer that is formed on a surface of the substrate and includes many metal fine particles. A protective layer having an enhancement electromagnetic field propagation property is formed on the surface of the substrate having the metal fine particles, and contains halogen elements. Preferably, the protective layer is made of polymer of an inorganic material having orientation or an organic material having crystallinity. |
