PROBLEM TO BE SOLVED: To provide a heat exchanger that can adjust a heating temperature and a heat exchange amount with a heating element capable of changing a heating temperature by a surface area and a voltage, and provide a steam generator.SOLUTION: A heat exchanger laminates a plurality of plates 10, forms a flow channel 18 in which liquid flows between the plates 10, and heats the liquid flowing in the flow channel 18. On at least one plate surface 11 in the plate 10, a plurality of flat plate-like heating elements 20 whose heating temperatures are different from each other under the same input voltage by the length and width between electrode terminals 20a, 20b are provided.
