The problem addressed by the present invention is to provide a manufacturing device and a manufacturing method capable of manufacturing in large quantities with high yields an ultrathin graphene piece in which less than 10 pieces of graphene are stacked, and to provide a high performance capacitor, which uses that ultrathin graphene piece for an electrode, and an efficient method for manufacturing the same. This problem is solved by using a device (20) for manufacturing the ultrathin graphene piece, the device comprising: a graphite electrode (21); a counter electrode (22) formed from graphite, a corrosion resistant alloy, or a precious metal; an electrolyte (25) in which one end side of the two electrodes (21, 22) is immersed; a container (24) for retaining the electrolyte (25); and a power supply (28) connected to the two electrodes (21, 22) via wires (26, 27). The device is also provided with a porous filter (23) so as to cover at least the immersed part of the graphite electrode (21) that is immersed in the electrolyte (25). |
