The present invention relates to a device for evaluating energy consumption performance of a building according to the operation method of the building by estimating a reference energy consumption amount according to the operation conditions of the building necessary for operating the building and comparing the reference amount with the actual energy consumption amount and a method thereof. The device for evaluating energy consumption performance of a building given in the present invention includes: a data input unit which receives input of design data, operation data, and energy consumption data of one or more buildings; an evaluation management unit which generates a reference energy consumption estimation model for the buildings using the design data, operation data, and energy consumption data of the buildings delivered from the data input unit; an evaluation execution unit which examines energy consumption performance of a target building by comparing the actual energy consumption amount with the reference energy consumption estimation model using the design data, operation data, and energy consumption data of the target building for energy consumption performance evaluation; a storage unit in which the design data, operation data, energy consumption data, reference energy consumption estimation model, and energy consumption performance evaluation result of the buildings are stored; and a display unit which displays the stored evaluation result to a user.
