The present invention relates to a pulsation control valve comprising a device housing, a pulsation generation part inside the device housing to periodically generate pulsation, and a flow rate control part installed inside the device housing to be linked with the pulsation generation part to control a flow rate of a fluid flowing into the device housing according to the pulsation of the pulsation generation part; and a pulsation combustion device having the same. The pulsation control valve and the pulsation combustion device having the same according to the present invention facilitates the control of the pulsation amplitude, the pulsation period, and the duty ratio of a fuel or oxidant used for pulsation combustion; is applicable to various sizes of facilities; prevents the extinguishment of a pulsation combustion furnace and impact caused by re-ignition; and minimizes unexpected flow rate changes.
