Polymer emulsions containing particles of from 0.01 to 2.0 microns are obtained by polymerizing ethylene and/or vinyl fluoride and optionally another monomer, at 50 DEG to 250 DEG C. and 1000 to 50,000 p.s.i. in an aqueous medium containing a water-soluble, free radical catalyst, a low micelle potential surfactant as defined in the Specification and a high micelle potential anionic surfactant as defined in the Specification. In examples, the surfactants used are: (Low) the isopropyl amine salt of dodecyl benzene sulphonic acid, the condensation product of stearyl and cetyl alcohols with ethylene oxide, sodium lauryl sulphate, and morpholine dodecylbenzene sulphonate; and (High) Na, K, Li and NH4 bis-(tridecyl) sulphosuccinates, sodium tetradecylsulphate, sodium bis-(octyl) sulphosuccinate, and sodium dodecylbenzenesulphonate.
