<p><P>PROBLEM TO BE SOLVED: To provide a fine rugged structure, a method for manufacturing the fine rugged structure, and an optical element comprising the fine rugged structure having heat resistance, high in productivity and having a high non-defective rate by hardly soiling an original plate due to a part of resin sticking to the original plate. <P>SOLUTION: The fine rugged structure has double layer configuration of a fined rugged structure forming layer and a shield layer. The fine rugged structure forming layer includes a cured material of resin, and the shield layer comprises a silicate compound.
