Disclosed are a device and a method for forming in one step a bevel for oblique crossing of pipes with different diameters. The forming device is composed of a plurality of holding components (1) and at least one scribing component (2), the holding components (1) are movably connected to each other and can be fixedly connected, and the holding component (1) is provided with at least one clamp (3). The scribing component (2) has a probe (4) and a scribing knife (5) fixed on the probe, the probe (4) is provided at one end with a head (6), and the scribing component (2) is used in cooperation with the plurality of holding components (1). The forming device of the present invention can implement one-step forming of a bevel for oblique crossing of pipes with different diameters.
