PROBLEM TO BE SOLVED: To provide a light collecting device, a solar heat power generation device, a photovoltaic power generation device, capable of preventing the deterioration of a light reflection surface of a mirror due to high temperature while suppressing a manufacturing cost.SOLUTION: A light collecting device includes: a plurality of plane surface mirrors 10 capable of rotating around one axis; at least one curved surface mirror 20 above or diagonally above the plurality of plane surface mirrors 10, and reflecting light such as sunlight S respectively received from the plurality of plane surface mirrors 10 toward a light collecting portion 30; and plane surface mirror rotating means such as a plane surface mirror driving shaft 11 for respectively rotating the plurality of plane surface mirrors 10 by one axis driving, so as to turn the light reflected by the plane surface mirrors 10 toward the curved surface mirror 20 according to an incident angle of the light to the plurality of plane surface mirrors 10. The curved surface mirror 20 is below or diagonally below the light collecting portion 30.
