PROBLEM TO BE SOLVED: To provide a scale-down technique for suppressing the effect on an operation system when a currently operating configuration is changed to a contract with a smaller resource usage to be assigned to a virtual server. SOLUTION: A contract management DB 11 stores a resource value m after scale-down instructed and a scale-down execution frequency n which are instructed from a GUI 10. A stepwise scale-down processing function 13 reads the resource value m and scale-down execution frequency n stored by the contract management DB 11 to reduce a currently assigned resource value M to the resource value m by the read scale-down execution frequency n, and classifies stepwise scale-down into two patterns of a basic pattern and an expansion pattern for performing scale-down to virtual servers 2a-2c in a virtual environment 2 for selection of an optimum technique.
