Provided are cooling device and method for controlling the temperature of the top of a rolled material. The cooling device for controlling the temperature of the top of a rolled material comprises: a cooling water amount calculation part for calculating the amount of cooling water required for cooling a rolled material passing through an end rolling mill at a coiling temperature based on the temperatures detected by a temperature detector installed in an outlet of the finish rolling mill; a header determination part for determining headers which sprays the cooling water to multiple banks forming upper and lower banks based on the calculated amount of the cooling water; and a header control part for spraying the cooling water by individually controlling the headers in order which are determined based on the top position of the rolled material passing through the upper and lower banks. The present invention can control the temperature of the top of the rolled material; thereby reducing the malfunction of a rolled material coiling process and increasing the adhesion of the top of the rolled material.
