PURPOSE: A method and a system for providing controlling a PICS(Personal Information Controlling Service) for a mobile communication terminal is provided to control a mobile communication terminal by using a control message of a certain format when losing a user mobile communication terminal. CONSTITUTION: A PICS service operating(10) configures a loss notification control message and an operation control message of a certain format in correspondence to a loss registration control command and an operation control command. The PICS service operating system transfers the loss notification control message and the operation control message to a user mobile communication terminal. A PICS control agent(20) is switched into an active state according to the loss notification control message transferred from the PICS service operation system. The PICS control agent controls the mobile communication system according to the operation control message transferred from the PICS service operating system in the active state.
