<p>PURPOSE: A cement admixture and a cement mixture containing the same are provided to suppress the elution of hexavalent chrome ions contained in cement by using byproducts generated from a sulfur removal process. CONSTITUTION: A cement mixture contains cement and a cement admixture. The cement admixture is manufactured by pulverizing byproducts generated from a sulfur removal process. The cement admixture is a non-magnetically recovered product and contains at least one of sulfur oxide, Ca(OH)2, and CaCO3. The fineness of the cement admixture is in a range between 3,000 and 8,000m^2/g. The cement is either Portland cement or slag cement. If only Portland cement is used, the content of the cement admixture is 5-30 weight% based on the total weight of the cement mixture. If the mixture of the Portland cement and the slag cement is used, the content of the cement admixture is 0.5-30 weight% based on the total weight of the cement mixture.
