PROBLEM TO BE SOLVED: To provide a handwritten document processing device in which a handwritten ruled line is appropriately processed so as to shape a table.SOLUTION: According to one embodiment, a handwritten document processing device is provided. An input part of the device inputs stroke data. A classification part classifies the stroke data into data of a plurality of ruled lines and stroke data other than those of the ruled lines. A division part divides an area containing the plurality of ruled lines into a first area corresponding to a cell enclosed by four ruled lines and a second area containing at most three ruled lines. A determination part determines whether a ruled line in the second area is a first ruled line whose one endpoint is connected to a ruled line or a second ruled line whose one endpoint is connected to a virtual circumscription ruled line.
