PROBLEM TO BE SOLVED: To adequately determine an encoding mode when a moving image encoded by switching the encoding mode in a block unit is re-encoded by switching the encoding mode in a picture unit.SOLUTION: A decoding section 12 decodes an encoded moving image data encoded in a first encoding system which can switch a mode to a frame encoding mode or a field encoding mode in a block unit. When the encoded moving image data is decoded, an acquisition section 16 acquires importance information associated with importance of the encoding mode switched in the block unit. An acquisition section 48 acquires statistical information when second encoding is performed on an encoding parameter which is set in a second encoding system that can switch the mode to the frame encoding mode or the field encoding mode in the picture unit, or decoded moving image data. A determining section 20 determines the encoding mode in the second encoding system in response to the importance information and the encoding parameter or the statistical information. |
