PROBLEM TO BE SOLVED: To provide a driving device capable of achieving stable drive with good followability even when the number of driven members is increased or decreased, and an image forming apparatus.SOLUTION: A driving device 150 includes: a control circuit 120 that controls a rotation position of a DC motor 101 on the basis of position deviation; storage means 137 for storing a control parameter used by the control circuit 120; and driven member detection means 135 for detecting an increase or decrease of the number of driven members 136. The control circuit 120 includes: a position/speed follow-up controller 130 that performs either one of proportional integral and differential control processing and proportional integral control processing; and a gain setting unit 134 that reads out a control parameter according to a detection result of the driven member detection means 135, and updates a control parameter used in the position/speed follow-up controller 130 with the read-out control parameter.
