PROBLEM TO BE SOLVED: To provide economical and efficient formulation of civil engineering material using paper sludge ash, in which the elution amounts of fluorine, boron, and heavy metals (arsenic and selenium) that are harmful substances included in the paper sludge ash can be suppressed below environmental quality standards for soil under acidic environment.SOLUTION: The civil engineering material contains (A) the paper sludge ash with the elution amounts of one or more selected from fluorine, boron, arsenic and selenium exceeding the environmental quality standards for soil under the acidic environment, (B) calcium aluminate, (C) aluminum sulfate, (D) lime, and (E) alkali metal phosphate. |
