An objective of the present invention is to efficiently set uplink signal transmission power. A mobile base station comprises: a receiving unit (105) which receives from a base station device a first transmission power control command, a second transmission power control command, first information which directs whether accumulation of the first transmission power control command is enabled, and second information which directs whether accumulation of the second transmission power control command is enabled; a transmission power setting unit (1015) which sets a value of a first parameter on the basis of the first information and the first transmission power control command, sets a value of a second parameter on the basis of the second information and the second transmission power control command, sets first transmission power with respect to a first reference signal using at least the first parameter, and sets second transmission power with respect to a second reference signal using at least the second parameter; and a transmission unit (107) which transmits to the base station device the first reference signal of the first transmission power and the second reference signal of the second transmission power. |
